Summary


Sulpicio S. Roco Jr. is currently Congressman of the Second District of Camarines Sur. He won under the banner of Aksyon Demokratiko.

Previously he was Mayor of Naga City. When he assumed the reins of the city at 50, he was already armed with some 23 years of experience as development agent. Shortly after graduation in 1973, he joined the Bicol branch of the Social Survey Research Unit, becoming its Director five years later. From there, he worked with the Philippine Mission of the United States Agency for International Development for 16 years. He was the highest-ranking Filipino Officer of the mission when he opted for early retirement in 1996. On June 30, 2001, he completed a three-year term as Mayor of Naga City.

Career Highlights

  • District Field Supervisor of the Social Survey Research Unit (SSRU), the Bicol branch of Ateneo de Manila's Institute of Philippine Culture (1973).
  • SSRU Director (1978) Responsible for assessing performance of the Bicol River Basin Development Program and, Managing the SSRU's largest project, the Bicol Multipurpose Survey.
  • Philippine Mission of the United States Agency for International Development (USAID) for 16 years, as its highest-ranking Filipino officer, concurrently holding the following posts: Mission Anthropologist and Evaluation Officer
    • Looked into the social soundness of all USAID projects including NGO livelihood programs, infrastructure projects and forestry programs, and local governance-related activities
      Women-In-Development Officer
    • Ensured the integration of women concerns within the scope of all USAID-funded projects
      Mission Strategist
    • Exercised strategic management functions, particularly in crafting USAID-Philippines’ long-term directions. His output became an input to the visioning process of USAID Washington.
