As Naga City Mayor
I am honored to be with you in the council’s second regular session
for the new year. It is my privilege through this presentation
to lay down our directions for 1999 and in the years to come....
On October
5, 1998, the City Government of Naga was conferred the Dubai International
Award for having one of the 10 Best Practices in Improving the
Living Environment worldwide.
The award,
the city's highest thus far in its 50 years of cityhood, recognizes
Naga's trailblazing and innovative efforts in popular participation
in governance, as embodied in its Participatory Planning Initiatives
(NCPPI) program...
A year ago, I took office as chief executive of the
City Government of Naga, armed with a fresh mandate from our people
to build a "happy place" from the gains achieved by the previous
administration.
